Topics: The Committee will hear testimony from Medicare and Medicaid beneficiaries, advocacy organizations, physicians and other health care providers, and government experts on their experiences with Departmental rules and regulations. More specifically, the Committee will consider the following:

• Emergency Medical Treatment and Active Labor Act (EMTALA) regulations; 
• Beneficiary communications and education (with a focus on communications for culturally diverse populations and individuals with limited English proficiency), 
• Minimum Data Set (MDS) and Outcome and Assessment Information Set (OASIS) patient assessment instruments for post-acute care.

Members of the public will be given opportunities to comment throughout the hearing. Commenters are encouraged to speak on the issues listed above, but may speak on any issue of interest or concern. The Committee is interested in hearing about problems with Departmental rules and regulations, but is particularly interested in hearing ideas for solutions.
